1 Getting texts from this number asking for my area of residence. What is it? Some joke or just a scam?

1 I am getting calls, upon receiving them they claim that I have won money in a lottery. When asked for authenticity, nobody answers.

1 I didn't answer it then, after hiding my outgoing caller ID, I called back & got a, "The subscriber you have dialed is not in service" recording. While the 'safety status' is unknown I consider these scammers, Any legitimate business should be leaving a mssg &/or answering a callback, which these do not.
